Hi Perry. Happy to discuss. The most concrete action I would recommend is one that is usually honored in the breach given the natures of domestic politics and the snowballing and emotional effects of group think, and that is to "think about consequences and import before speaking and acting." This is especially relevant for US politicians as well as Chinese government officials. In the US, we have to accept that we will never change China's concept of human rights to be that of the Western ideal while recognizing that our actions in this regard are also much less than admirable. In China, they need to accept that they will not be able to mold the wider world in their image and that playing well in others' sandboxes is a two-way street.
